Review of the service system and implementation requirements for raising the minimum age of criminal responsibility in the Australian Capital Territory

The ACT Government introduced a bill into the Legislative Assembly in May 2023 to raise the minimum age of criminal responsibility.

In preparation, the government commissioned a review of the service system in order to identify service gaps, implementation issues and alternative models to meet the needs of 10–13-yearolds likely to be affected by the proposed reform.

This report dated August 2021, outlines the gaps in the current service system that will require attention in order to meet the needs of children and young people aged 10–13.
